As the snow begins to melt our attention turns to the riding season ahead. Over this past fall and winter we have continued work on a variety of initiatives ranging from participating in MPI rate hearings to an expansion of our dealer discount program.

I would like to thank the members that continue to support the club with their paid memberships and donations and to the dealers and retailers who lend their support. I look forward to an active 2007 season.

II. Insurance Rate Changes: Motorscooters Receive Significant Decrease, Proposed 100% Increase for Mopeds Capped at 25%
- Despite having virtually no claims, motorscooter rates were increased on-par with other types of motorcycles for over a decade. This resulted in significant insurance cost difference between a bike registered as a "motorscooter" versus a bike registered as a "moped". MPI did recognize this as an issue and rectified the matter with a significant decrease as part of their 2007 rate proposal.
- MPI had applied for a 100% increase to mopeds which we opposed. The Public Utility Board agreed that the increase was unreasonable and capped it at 25%.

Effective March 1, 2007 basic insurance premiums will change (approximately) as follows:
motorscooters reduced by 50 to 60%
mopeds increased by 25%


If you have your Class 6 License, this adjustment in rates makes it more affordable to register and insure a 49cc bike as a motorscooter to avoid the restrictions related to mopeds. This also allows for legal de-restriction of the bike. Insuring a 49cc bike as motorscooter will cost approximately $50-$100 more than registering it as a moped.

III. Our Free Parking Initiative: Scooters, Mopeds, and Motorcycles
- In the spring of 2006, we drafted and distributed a proposal to the City Councilors and Mayor’s Office of Winnipeg to extend free parking on civic lots and meters to all motorcycles, scooters, and mopeds.
- The proposal was passed as a motion to have the proposal evaluated for by-law changes by the department of Public Works.
- Our proposal was modeled after and referenced the by-laws which were passed by Toronto City Hall in the fall of 2005.
- The rationale provided to support the proposal was based on the environmental fuel efficiency and space-savings motorcycles, scooters, and mopeds offer.
- We hope that the City will incorporate our proposal this year.

IV. Legislative Reform Initiative: Updating Laws to Accommodate Mopeds and Scooters
- You may already be familiar with our petition and initiative to modernize the Highway Traffic Act of Manitoba. This proposal was provided to the Department of Highways and Transportation in November of 2005 but has not been acted upon.
- To date, laws have not been amended in any way; however, we are determined to see the laws improved and modernized.

V. Event Coordinator Wanted
- An important director position is still vacant from last year. We are looking for a safety-minded and creative person to undertake the planning and coordination of our event calendar for 2007.
